Job Description

The Projects Manager will lead a multidisciplinary team consisting of heads of sections, project engineers and project support personnel. The position involves managing both short-term and long-term project portfolios according to QAFCO’s business requirements, capital plans and strategic objectives.

A major responsibility will be ensuring projects are delivered safely, efficiently and in accordance with approved budgets, schedules, technical specifications and quality standards. The successful candidate will also provide direction when complex technical problems arise and support senior management with important project-related decisions.

The role covers both shutdown and non-shutdown projects and requires close coordination with different departments and sections throughout the organisation.

Key Responsibilities

The Projects Manager will be responsible for planning, directing and organising the activities of the Projects Department while making efficient use of manpower, working hours and available resources.

Key responsibilities include:

• Managing the overall project portfolio and ensuring projects support QAFCO’s strategic goals.
• Directing project engineers, section heads and project support teams.
• Monitoring project budgets, schedules, productivity, quality and performance.
• Supporting the development and implementation of the five-year capital plan.
• Providing regular executive-level project reports and performance summaries.
• Reviewing project balance scorecards and ensuring objectives are achieved.
• Ensuring engineering activities follow recognised standards, technical requirements and good engineering practices.
• Maintaining modern engineering practices throughout the Projects Department.
• Ensuring Management of Change (MOC) procedures are properly followed before project changes are implemented.
• Supporting root cause analysis (RCA) and ensuring lessons learned are captured and applied to future projects.
• Developing project management methodologies, procedures, templates, tools and guidelines.
• Maintaining effective interfaces between projects and other QAFCO departments.
• Reviewing project planning strategies, baselines and significant changes before committee approval.
• Identifying potential technical, staffing and execution issues and developing practical solutions.
• Maintaining appropriate staffing levels according to current and future project requirements.
• Coaching, mentoring and developing employees within the Projects Department.
• Supporting the development and career growth of national employees.

Qualification

Required Education

The candidate should hold a Bachelor’s degree in a relevant Engineering discipline.

A strong academic background in an engineering field related to oil and gas, petrochemicals, industrial projects, construction or process facilities will be highly relevant to this position.

Required Experience

Candidates should have at least 15 years of direct and relevant experience in the oil and gas or petrochemical industry.

A minimum of 5 years of project management experience is required. The successful candidate should have substantial exposure to complex engineering and construction projects and experience managing multidisciplinary teams.

Experience across greenfield and brownfield projects, shutdown and non-shutdown environments, and the full project lifecycle will be particularly valuable.
